About pilot 5
INTRODUCTION
This is a description of the plan for carrying out pilot 5.
SCOPE AND DELIMITATION
Background
The work is based on two case descriptions that in practice describe the same problem from opposite ends of the educational pathway:
- 3. Handling of D-numbers and Identity Number Changes, submitted by Bergen municipality
- 26. National service for identifying persons in education (register of persons in education), submitted by Sikt
Case 3 addresses municipalities that lack a common solution for assigning an identifier to children and young people who have not yet received a D-number or national identity number. Today the municipalities create fictitious identity numbers according to their own rules, without coordination across municipalities and sectors. Case 26 extends the problem to the whole educational pathway and to the many foreign students, pupils and employees who are not covered by the National Population Register.
Without unique identification, duplicate person records arise, data cannot be linked across systems and levels, and children and parents may lose access and history when a fictitious number is replaced by an official one. Fictitious numbers also do not give access to log in through ID-porten.
Objective of the pilot
The objective of the pilot is to do the preparatory work before a possible national service for identifying persons in education. This means mapping the problem area and possible solutions, clarifying what the National Population Register can and cannot solve, and mapping the legal prerequisites for a common education ID and a register of persons in education.
Deliverables of the pilot
The pilot has the following deliverables:
- A report summarising the mapping of the area.
- A recommendation for the way forward.
- Possible input to SAMT-BU’s final deliverables.
- A legal memo, as part of the basis that can be raised with the relevant ministry.
Carrying out the pilot will also provide a basis for updating the project’s playbook for this type of project.
Delimitation
The pilot will describe possible solutions and role models, but will not make decisions on choice of solution, ownership or division of roles. There are no technical deliverables in this pilot; only preparations for a possible later realisation of a national service for identifying persons in education.
