About pilot 2

INTRODUCTION

The purpose of SAMT-BU is to establish a common foundation for collaboration and knowledge about data-driven service development and seamless user journeys across levels of government and sectors, piloted in the domain of children and young people – from kindergarten to higher education. Through practical experimentation and competence building, the project shall lay the groundwork for the common foundation to be mature and well known, so that it is used and built upon, in other domains as well.

One of the project’s most central deliverables is to provide MVPs and piloting of information models and services. The project also aims to take an agile approach to its work, based on curiosity and learning through experimentation in short iterations, so that we can quickly demonstrate real value and also quickly discover what does not work (fail fast). We will do this through pilot projects covering prioritised use cases.

This document describes the plan for carrying out pilot 2. Although the pilot is described here as a phase-driven process, we assume that we will work iteratively, with individual phases repeated as needed.

SCOPE AND DELIMITATION

Background

The work takes as its starting point case 21 – Choice of educational pathway.

The case addresses the challenge that several separate public digital services exist for education and career choices – utdanning.no and karriereveiledning.no (HK-dir) and vilbli.no (the county authorities, via Novari).

Users – pupils, students, parents, career counsellors and jobseekers – encounter a fragmented information landscape where overlapping content and cross-linking between the services create uncertainty about which service to use.

The case highlights the need for one coherent channel for education and career information, providing a simple, trustworthy and neutral route to help in choosing a further educational pathway.

Objective of the pilot

In the desired situation, there is one coherent public digital channel that brings together all education and career information – with common terminology, a clear connection between education, competence, occupations, businesses and the labour market, and easy access to neutral career guidance. The service is managed by a single actor with clear lines of responsibility, one editorial team and one technical solution.

Data from the county authorities’ systems (VIGO) and HK-dir’s systems are shared so that users looking for information about upper secondary education find everything on one website – without having to navigate between separate services.

Deliverables of the pilot

The pilot will examine:

• Alignment of expectations for the insight work and the work going forward
• Producing an as-is analysis
• Producing a stakeholder/actor/target-state analysis
• Producing examples/scenarios of what a future solution could look like
• Producing a proposal for the way forward after the pilot’s work, addressing the following areas:
  a. Proposal for a collaboration agreement
  b. Proposal for future ownership and governance
  c. The Data Act (EU) (https://data.norge.no/guide/veileder-apne-data)
  d. Architecture
  e. Information models
  f. Legal clarifications
  g. Benefit potential

Carrying out the pilot shall also form the basis for updating the project’s “playbook” for running this type of project.

Delimitation

This will be updated as the as-is analysis and the future situation are documented.

EXECUTION

Duration of the pilot

The pilot runs from 02.05.2026 to 30.08.2026.

Practical execution of Pilot 2: Choice of educational pathway

The SAMT-BU project has provided direction on the collaboration arena, the choice of task management system and the methodology.

• The pilot is carried out iteratively according to agile principles, in sprints of two or three weeks.
• Each sprint shall start with a planning meeting and end with a demo.
• Running a joint demo for all pilots under SAMT-BU will be considered.
• Initially it is desirable to hold stand-ups for the whole pilot together every other day, but in time it may be sufficient to coordinate the work within each work package.
• At least one retrospective should be held during the pilot period.
