I would like to propose a project that does the following:

  1. Choose one of the pilots from the current list of pilots, for example moving between municipalities.
  2. The APIs of the school systems in two or more municipalities are published in a data space. The data space handles authentication and authorisation for the APIs, and makes metadata for the relevant APIs available in an API catalogue.
  3. A third-party supplier, from either the private market or the public sector, delivers a technical solution for the pilot by calling the APIs of the school systems in the municipalities concerned. The supplier performs the relevant operations, such as retrieving a pupil from one school system, creating the pupil in the new school system, and deleting or deactivating the pupil in the old school system.

This pilot would test how the private market can be involved in developing services that create added value for Norwegian municipalities.

Using a data space provides:

  • Full control and traceability of which data are exchanged between the municipalities concerned and the private supplier.
  • A scalable access control model, where more municipalities can easily be added if the pilot is a success.
  • A dynamic form of collaboration between the private market and the public sector, where both parties can publish APIs and use APIs they have been granted access to. This has been a driver of innovation in countries such as Estonia and Finland, where collaboration between the public and private sectors has produced many start-ups.
